Eligibility for the Ontario Job Grant is not one decision, it is three, and all three must pass independently. Employers usually check the first one, assume the rest, and discover the problem after they have already chosen a course. Work through them in order.

Test 1: Does Your Whitby Business Qualify?
Private sector and non-profit employers with a physical Ontario location for at least one year are eligible for the Ontario Job Grant, provided they meet their legal obligations as an employer. Public sector organizations are not, and neither is any employer already drawing other government money for the same training.

Test 2: Does the Person You Want to Train Qualify?
Each Ontario Job Grant trainee must be a Canadian citizen, permanent resident or protected person living in Ontario, legally authorized to work in Canada, and employed by and named by the applying employer. This test is assessed per person, so one ineligible name does not necessarily sink the application but it will not be funded.

Test 3: Does the Training Itself Qualify?
Ontario Job Grant training must be occupation-specific skills training, delivered by an eligible third-party provider, and finished within 52 weeks of the start date. Several categories are excluded outright, and this is where applications most often come apart because the employer has already picked a course.

Where leadership and management training sits
This is the question Whitby employers ask us most, and the honest answer is that it is assessed case by case. The published rules exclude executive programs such as an MBA and exclude business consulting, while allowing occupation-specific skills training from an eligible third-party provider. A structured management skills program is not clearly either one.

Deadlines and Timing Rules
There is no application deadline for the Ontario Job Grant, because intake runs year-round and applications are assessed on an ongoing basis. That answer surprises people, and it creates a different problem: employers assume that because nothing is closing, nothing is urgent. There are four timing rules that matter more than a deadline would.

Reimbursement: What You Get, and What Ontario Does Not Publish
What you receive from the Ontario Job Grant is set by your headcount and by whether the trainee is an existing employee or a previously unemployed new hire. Those rates are published and firm.

What is not published, and who to ask
Ontario publishes the Ontario Job Grant rates but does not publish the payment mechanics, and it is worth knowing that before you plan cash flow. As at August 2026, neither ontario.ca nor the Employment Ontario Partners' Gateway states how or when the employer is actually paid, whether there are instalments or a holdback, an itemized list of eligible and ineligible cost items, or how long assessment takes.

This reflects the published criteria for the employer and trainee tests only. It is not an eligibility assessment or an approval, and it does not address whether your chosen training qualifies. Employment Ontario decides all three.
How This Works for Whitby Employers
The Ontario Job Grant is a provincial program with identical rules everywhere, so a Whitby employer faces exactly the same three tests, the same rates and the same 52-week rule as one in Oshawa, Ajax or Toronto. There is no Whitby allocation and no local rate, and any provider suggesting otherwise should be asked to show you where that is published.

How long does it take to get approved?
Ontario does not publish an assessment timeline, and applications are described only as being assessed on an ongoing basis. Because of that, avoid booking a training start date on the assumption of a quick decision. If your schedule is tight, ask the training provider for a cancellation clause rather than committing before the answer arrives.
Can contractors or family members be trained under the grant?
No. Contractors, self-employed individuals and family members of the employer are all listed as ineligible trainees, as are temporary foreign workers and anyone already enrolled in another government training program. Only people employed by and named by the applying employer qualify, which makes it worth checking employment status for each name before submitting.
What happens if the training runs longer than a year?
It will not qualify. Ontario Job Grant training must be completed within 52 weeks of the training start date, and programs running longer than one year are listed as ineligible. If the program you want exceeds that window, discuss restructuring it into a shorter block with your provider before applying rather than after.
Does the Job Grant work differently in Whitby?
No. The program is provincial, so the eligibility tests, funding rates, caps and timing rules are identical in Whitby, Oshawa, Ajax, Pickering and everywhere else in Ontario.
